Class Description

Reporting to the Dean, Student Development, this position is responsible for overseeing the development, direction, and assessment of student support services and programs.  The Director of Student Retention and Transition Services will develop, manage, and evaluate programs and efforts designed to improve the recruitment, retention, transition, graduation, and transfer rates of students. Located on the Catonsville, Dundalk and Essex Campuses. Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Master’s degree required, degree in Counseling, Higher Education, or Student Affairs preferred.  Minimum of five (5) years of experience in higher education, preferably at a community college.  Three (3) years of demonstrated experience in the management and administration of a department, or comprehensive program, including staff supervision, performance management, budget administration and resource management is required.   Successful experience designing and implementing holistic support to students in a community college setting is preferred. Strong understanding of student transition, student retention, and student development theory is required.  Evidence of strong interpersonal, written, and oral communication, and project management skills is required.  Proven ability to successfully work across organizational boundaries is required.  Experience working with TRIO or other programs serving underrepresented students is strongly preferred.  Knowledge of grant funded programs rules, regulations, requirements, and reports is preferred.

Class Specific Essential Duties

  1. Provide leadership for the student service programs that are dependent upon funding external to CCBC, and represent those programs within CCBC’s administrative organization.
  2. Use established systems and outcomes metrics, conduct data analysis in consult with Planning, Research and Evaluation to assess student academic progress, program changes or other actions that have potential to impact program progression.
  3. Develop and manage operating budget for assigned units college-wide, as required.
  4. Hire, supervise and evaluate assigned staff.
  5. Establish goals, objectives and timetables for operations in coordination with the Dean.
  6. Provide leadership for strategic planning and budget development and administration related to programmatic operation and services. 
  7. Develop, implement, and enforce procedures to ensure compliance with federal legislation and regulations as well as the college’s internal policies
  8. Prepare, analyze and submit timely fiscal, federal, college and other reports as required or requested.
  9. Serve as liaison between College departments, vendors, government agencies and/or other external organizations.

Position Specific Essential Duties

  1. Provide leadership for the design of short-term and long-range strategies for programming aimed at student retention and transfer initiatives to fully support students and empower them through their first year and beyond for continued success.
  2. Serve as key architect of student support programs geared toward increasing student persistence, retention and success. 
  3. Develop programs and services that counsel “At-Risk” students to ensure they understand the academic policies associated with poor academic performance.
  4. Assist in the development and implementation of engagement and retention strategies for online and face-to-face, brick and mortar students.
  5. In partnership with the Office of Planning, Research and Evaluation, review and analyze data that proactively identify potential impediments to student persistence, retention and success roadblocks.
  6. Identify and advocate for needed resources to meet goals and objectives related to student success, including transfer. 
  7. Leverage new technologies to identify students for targeted outreach, intervention and support, including transfer students, online students, students experiencing transition challenges and students failing to meet academic standards.
  8. Collaborate with Academic Advisement leader to design sound campaigns, messaging and protocols to assist students to accelerate their path and stay on track to degree completion.
  9. Provide administrative oversight of directors/principal investigators of grant funded programs or initiatives including Perkins and TRIO funded programs (i.e. Upward Bound and Student Support Services).
  10. Develop and implement accountability practices for all functions within the department assuring effective monitoring and evaluation systems, measures and processes.
  11. Monitor, track and maintain up to date records regarding the administrative processes, staffing, activities, and financial transactions of grant funded programs to ensure compliancy with internal college policies and external donor intent.  
  12. Support Student Development objectives and develop methods to assess the accuracy, consistency and effectiveness of services within the department, including the preparation of standard operating procedures, annual reports and programming summaries.
  13. Performs all duties in full support of the college’s mission, and with a focus on diversity, equity, and inclusion, understanding that the positive and effective execution of these duties are instrumental to the education and academic success of CCBC students.
