Class Description

 Under the direction of the Director, Compensation and Recruitment, the Part Time – Human Resources Specialist, Employment leads recruitment and staffing of part-time associates for the Community College of Baltimore County. Duties include providing oversight and guidance in the selection of part-time associates, executing the recruitment, selection and termination processes, assisting with advertising or other recruitment strategies and techniques, submitting all job requisitions and selection requests through the appropriate approval process, and other activities that support the college’s recruitment efforts. The incumbent promotes diversity and inclusivity in all selection processes; builds and maintains strong relations with hiring managers, search committees and hiring departments.
This is a temporary 90-Day position. 

 
 

Minimum Requirements

Bachelor's degree with three (3) years of directly related experience in recruitment, employment, and/or related activities; OR an Associate's degree with five (5) years of directly related experience in recruitment, employment and/or related activities.

Expeience within a higher education environment and/or working with applicant tracking and ERP systems is preferred. Professional certification(s) in Human Resources (PHR, SPHR, SHRM-CP, or SHRM-SCP, etc.) preferred.
 

Class Specific Essential Duties

  1. Coordinate recruitment workflows under the supervision of the Director, Compensation & Recruitment.
  2. Design recruitment advertisements.
  3. Screen applicants for basic compliance with position qualifications, summarizes resumes for easier evaluation.
  4. Obtain and assess all certificates and testimonials of the candidates.
  5. Update applicant status within the applicant tracking system.
  6. Meet walk-in applicants.
  7. Ensure all recruitment policies, procedures and techniques are adhered.
  8. Forward collected applicant materials to the concerned departments for evaluation.
  9. Establish and maintain recruitment files and records on an ongoing basis.
  10. Update recruitment related reports.
  11. Complete and organize all I-9 paperwork to ensure compliance with USCIS guidelines.
  12. Perform special projects and assignments as requested.

The Roth 403(b) savings feature allows employees to contribute after-tax dollars and then withdraw tax-free dollars from their account upon retirement. The Roth 403(b) savings feature is only offered by the following vendors:  TIAA-CREF and VOYA Financial Advisors, Inc.  Adjunct Faculty, Part Time Associates and Full Time employees are eligible to save for retirement using the Roth 403(b) savings feature.  Employees may contribute traditional pre-tax 403(b) dollars and Roth 403(b) post-tax dollars simultaneously. The savings limits are combined for the Traditional 403(b) and the Roth 403(b) contributions.
  • Deferred Compensation Plan — 457(b) offered through VOYA Financial Advisors, Inc. The 457(b) salary reduction authorization form is needed. The form is available on SharePoint Forms/Human Resources Forms.
Parking
Free. Must obtain a parking permit from the Department of Public Safety to use on all campuses.
