Class Description

The purpose of this class is to provide recruitment and professional level support to the Talent Acquisition function.  Identify and resolve issues associated with the Applicant Tracking System (ATS). Perform additional duties in support of the Human Resources (HR) Department.  

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Bachelor’s degree with three (3) years of directly related experience in Talent Acquisition and Recruitment. Experience within a higher education environment and/or Applicant Tracking System (ATS) or Enterprise Resource Planning (ERP) system preferred. Professional certification(s) in Human Resources (PHR, SPHR, SHRM-CP, or SHRM-SCP, etc.) preferred.

Class Specific Essential Duties

  1. Provide leadership and/or support to Human Resources, particularly in Talent Acquisition and Recruitment.
  2. Remain knowledgeable about the College, its structure, culture, policies, and practices.
  3. Serve as point of contact for internal and external organizations, college departments, faculty, and staff.
  4. Assist and provide information to applicants, staff, administrators, and the college community.
  5. Assist with planning meetings, special events, job fairs, and special projects.
  6. Research, analyze, and process data into college systems.
  7. Maintain records and files.
  8. Answer, screen, and direct telephone calls.
  9. Compile and analyze reports, documents, forms, and correspondence.
  10. Create and track check requests, requisitions, work orders and other request forms.

Position Specific Essential Duties

1. Interpret and apply HR policies and procedures pertaining to talent acquisition and recruitment to include posting, advertising, outreach, interviews, selection, recommendations for salary offers, hiring, and onboarding.

  1. Assist hiring manager, chairs and search committee members with recruitment strategies, resources, RFR approval process, etc.
  2. Develop and coordinate the posting and dissemination of job announcements and advertisements for CCBC vacancies. Take a lead role in outreach and sourcing for qualified candidates for Unit One and Unit Four, encouraging them to apply.  Plan for job fairs and events to attract additional candidates, as needed.
  3. Conduct outreach and job sourcing to attract qualified potential applicants.
  4. Review all employment applications for assigned searches, screening applications to determine if applicants meet minimum qualifications for education and experience for Unit One and Unit Four candidates.
  5. Coordinate pre-employment testing requirements, as needed.  
  6. Verify all search documentation submitted to HR by the search committees for accuracy and completeness.
  7. Participate and provide input regarding interviewing, applicant selection and initial salary placement. 
  8. Process new hire paperwork and review new hire PAF’s with the Director of Talent Acquisition to determine appropriate hire date and New Hire Orientation schedule. 
  9. Prepare source documentation needed for on-boarding new hires (I-9, PIF, Direct-Deposit, Tax forms, etc.).
2. Perform activities supporting the recruitment unit to include, but not limited:
  1. Place recruitment advertisements on job boards and recruitment venues.
  2. Administer the MS Skills Test and Typing exams for prospective job applicants, in a standardized manner in accordance with acceptable professional practices. Compile and report on results.
  3. Perform on-boarding activities for new employees including the processing of I-9 documentation.
  4. Assist with applicant tracking system (ATS) enhancements/updates and integration of business practices, to update and improve recruitment information, practices, policies and procedures. 
  5. Serve as back-up for full and part time recruiters. 
  6. Develop and present training modules on recruitment process and Applicant Tracking System for supervisors, staff and faculty. 
  7. Participate in external job fairs; organize and participate in CCBC job fairs.
  8. Assist the Director of Talent Acquisition with the development of recruitment policies, procedures and strategies
  9. Analyze, prepare, and provide various reports (routine and specialized, for internal and external use) related to recruitment (including Affirmative Action Plan data-collection).
  10. Act as liaison between HR and the employee/college community to ensure recruitment needs are met. Respond to various queries from managers and employees, and from external and internal business partners. 
  11. Update the Employment page and SharePoint with job announcements, current recruitment information and documents.
  12. Assist the Director of Talent Acquisition with the development, implementation, and monitoring of new or revised processes, policies, directives, checklists, and/or procedures.
  13. Meet schedules and timelines, organize multiple projects efficiently and effectively.
  14. Provide superb customer service to internal and external customers, using effective listening skills and ensuring timely research and follow-up through resolution.    Respond to questions, emails, and phone calls within 24 hours, and participate effectively in collegiate discussions ensuring positive interactions with employees at all levels of the organization.
