The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for an Associate Vice President, Workforce Strategies in the Programs and Student Services Division. The recruitment salary: $122,000.

 

The Programs and Student Services Division provides leadership, assistance, and consultation to the 58 community colleges in the areas of academic programs, adult basic education, workforce development, continuing education, student success initiatives, financial aid, national post-secondary education policy research, institutional research, and performance management.  Staff within the Division develops and administers state-level policies and strategies to improve student access, enhance program quality, and increase student success.  In addition, the staff engages college faculty and administrators to develop, field test, evaluate, and disseminate best practices that support student success.

 

DESCRIPTION OF WORK:  This position provides leadership and oversight for the following statewide programs: Workforce Continuing Education, Public Safety Training (Fire, Law, EMS), HRD/Employability Skills Training, Community Service/Personal Enrichment Programs, NCDHHS Food and Nutrition Education & Training Program, NCDPS Prison Education Programs, and NCDPS Juvenile Justice Education Services. Job duties include:

  • Strategic planning, policy development, program analysis, and technical assistance training to ensure effectiveness and efficiency of program operations, reliability of FTE reporting, and compliance with applicable laws and regulations found in General Statutes, SBCC Code, and other applicable credentialling agency requirements. 
  • Collaborate with the Vice President of Economic Development and Senior Vice President and Chief Academic Officer to ensure that economic development and industry training needs are being met across North Carolina.  
  • Develop innovative, strategic practices, and reforms to sustain the rigor, relevance, and quality of programs/courses contained in the NCCCS Combined Course Library. This includes the disseminating information, convening meetings, making presentations, and/or submitting reports as required and/or requested by NCCCS, external entities, or the public.  
  • Assess the extent and responsiveness of meeting labor market training needs. This includes 1) conducting an annual review of the courses and use findings to add, delete, and/or modify course offerings; 2) conducting research and compiling documents that outline the training requirements for state-regulated and industry-recognized credentials; and 3) aligning with the North Carolina Community College System strategic plan to ensure  a direct connection between programs/courses and current and future trends in workforce and economic development at the local, state, and federal level. 
  • Develop policies and practices that provide increased opportunities for students to enroll in training programs, successfully complete courses and obtain specific workforce credentials. 
  • Serve as a state-lead and/or collaborate with partner agencies on grants and special projects as assigned.  This includes seeking grants and scholarship funds that would be allocated to colleges for distribution to students.
  • Strategize   in a collaborative manner with a wide array of groups to include, state and federal agencies, commissions, boards, taskforces, state-regulated and industry-recognized credentialing agencies, business leaders, and advocacy groups.  This includes developing and maintaining collaborations with System Office staff to support System Office operations, NCCCS Strategic Plan and NCCCS statewide initiatives.
  • Provide leadership and direction for technology-based projects to include the implementation and maintenance of Modern Campus/Destiny One products and tools.
  • Work collaboratively with the Technology Solutions & Distance Learning Division and the Research and Performance Management (RPM) team to explore and make data-informed decisions using information from NCCCS College Information System, NCCCS Data Dashboards and NCCCS Power BI tools and resources.
  • Perform administrative functions that includes supervising staff, overseeing budgets/financial reports, and creating program-specific Standard Operations Procedures (SOPs).
  • Report to the Senior Vice President and Chief Academic Officer with a dotted line to the Vice President Economic Development on all matters related to workforce, continuing education, and economic development.

Knowledge, Skills and Abilities / Competencies

  • Leadership and supervisory experience in directing education, continuing education, or workforce training programs or have experience with managing of a workforce development initiative or employer-specific projects.
  • Ability to provide leadership/oversight for strategic planning, policy development, and/or conducting program analysis for the purpose of strengthening instructional delivery, expanding course offerings, and streamlining processes.
  • Demonstrated experience in serving as a strategist with workforce programs, policies, and innovations.
  • Knowledge of national, state, and local workforce development trends to include the ability to analyze labor market information.
  • Experience with developing collaborative relationships with a wide array of groups to include, state and federal agencies, commissions, boards, taskforces, state-regulated and industry-recognized credentialing agencies, business leaders, and advocacy groups.  partnerships.
  • Ability to lead large-scale technology-based projects focused on efficiency and effectives of program operations.

Minimum Education and Experience Requirements

Master's degree in the education field to which assigned from an appropriately accredited institution and five years of progressively responsible experience in the assigned area of public education with at least two of those years in a supervisory/lead capacity; or an equivalent combination of education and experience.
