POSITION SUMMARY

This position leads the Financial Aid & Veterans' Services Offices for Chemeketa Community College.  The position oversees the daily operations of both offices including setting of goals and policies, ensuring compliance with federal, state and institutional regulations while working with a team of 9 full-time employees to offer excellent customer service to Chemeketa students.  This position serves critical recruitment and retention functions for the college and works closely with other college officials implementing the strategic enrollment plan.

DUTIES & RESPONSIBILITIES

Leadership & Supervision

  • Supervises the daily office operations of Financial Aid & Veteran’s Services; including supervising staff, overseeing projects, assisting students, and ensuring consistent implementation of financial aid and veterans related policies and procedures across Chemeketa’s District
  • Supervises staff including hiring, training, supervising, and evaluating all staff, students, and part-time hourly employees
  • Initiates and monitors the department budget
  • Initiates, reviews, interprets, and implements college policy, procedures, and departmental guidelines
  • Uses appropriate technology tools to accomplish job functions; understands and utilizes new and available technology; and fosters an environment encouraging the use of technology by all staff
Student Aid Fund Management
  • Requests and administers college, federal, and state student aid funds
  • Keeps informed of government regulations affecting department and ensures that operations are in compliance
  • Plans, writes, and compiles required reports, Meets audit requirements as outlined by regulations
  • Represents the college and interprets and explains Financial Aid and Veteran's processes and procedures both internally and to a variety of external organizations, agencies, and community groups
  • Develops guidelines and policy to ensure compliance with regulatory agencies and to allocate funds, authorize awards, and review applications
  • Manages student complaints and concerns regarding financial aid and veteran's issues. Provides oversight for the review of applications and students appeals
College Administrative Responsibilities
  • Actively participates in the retention and recruitment of students
  • Serves on college committees, organizes or monitors the work of committees; initiates and maintains communication with outside agencies
  • Provides leadership to HECC, OSAC, and Legislature on Financial Aid Programs and Issues
  • Serves on state-wide committees and advisory boards
  • May be called upon to testify before the legislature

Minimum Qualifications

Master's Degree from an accredited institution in Student Services Administration, Business Administration or a related field or commitment to obtain degree within three years of hire
-AND-
Three years of full-time equivalent experience in Financial aid program administration

-AND-
Three years of full-time equivalent experience in direct supervision of staff

  • Certified Financial Aid Professional (FAAC)
  • Financial aid experience in a community college setting
  • Demonstrated work history with interpreting and working with Federal Regulations
  • Bilingual (Spanish/English)

TERMS OF EMPLOYMENT

  • This is a 100%, 12-month exempt assignment of the D3 band and grade
  • This position has a 1-year probationary period
  • All positions at Chemeketa are required to be available for work onsite as requested by the college.
  • Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
  • This position may require the use of your personal vehicle for transportation between campus locations
  • Requires the provision of official transcripts upon hire
  • Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS 
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Even though weight lifted may be negligible, it may be rated light work if frequent walking and/or standing is required.

PUBLIC SERVICE LOAN FORGIVENESS

Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
