We have an exciting opportunity for a Special Programs Assistant III position located at our campus in San Jacinto, CA. Under moderate direction of the assigned administrator, the Special Programs Assistant III, CalWORKs performs a variety of specialized technical and administrative duties involved in the coordination, planning and implementation of the CalWORKs program.  Major duties include but are not limited to: developing, implementing and maintaining a program to identify and recruit students; coordinate and implement outreach and support services; assist students with a variety of activities; and, provide related program information.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Act as liaison to on and off campus agencies (i.e. County Department of Social Services)
  • Identify resources and refers special population students to appropriate campus and community support services and programs    
  • Perform program in-take procedures; reviews information and determines program eligibility and extent of support in accordance with established guidelines    
  • Implement specialized services to CalWORKs students which addresses orientation, and student follow-up and intervention    
  • Perform a wide range of duties including research, interpretation and application of moderately complex regulations and guidelines    
  • Guide CalWORKs students in applying for various services and benefits offered by the College, the community and other government agencies    
  • Interview and communicate with students to provide orientation, answer questions and determine eligibility for program participation and service referrals 
  • Develop and implement an outreach component which targets potential under-represented students    
  • Prepare and coordinate new student orientations for students every semester for the CalWORKs program
  • Assist with scheduling Counselor appointments     
  • Maintain documentation and records required in student files
  • Outreach to community-based organizations
  • Organize and maintain records for program evaluation, development and reports
  • Establish and maintain policies and procedures to monitor student progress through review of educational plans, updates and other student records necessary for student achievement
  • Develop and maintain systems and procedures for gathering data on CalWORKs students
  • Train and provide work direction to student assistants; assist with projects

ESSENTIAL FUNCTIONS:  Computer skills including spreadsheet, data base and word processing; written and oral communication; ability to travel between campuses; and, ability to read and interpret complex legal and policy materials from federal, state and local level.

QUALIFICATIONS AND REQUIREMENTS

MINIMUM QUALIFICATIONS

  1. A high school diploma or GED; AND    
  2. Four (4) years of progressively responsible special programs experience equivalent to the duties described above; AND   
  3. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students and staff

SUBSTITUTIONS/NOTES
  • The professional experience requirement may be substituted with on-the-job training in a general clerical assistant classification on the basis of two (2) years of progressively responsible experience for every one (1) year of special program experience cited above
  • Two (2) years of college-level education may be substituted for two (2) years of the experience requirement, on a year-for-year basis.
  • Also acceptable is a Bachelor's degree and one (1) year of experience equivalent to the duties described under typical activities above.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT

  • Environment:  Work is performed primarily in a standard office setting with travel from site to site.  The incumbent must be able to work in a fast paced office environment with background noise and a high stress level. 
  • Physical:  Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift carry, push, and/or pull light to moderate amounts of weight up to 20 pounds; to operate office equipment requiring repetitive hand movements and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 
  • Vision:  See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. 
  • Hearing:  Hear in the normal audio range with or without correction. 

CONDITIONS OF EMPLOYMENT  

Initial salary placement for this position is from Step 1 to Step 3 depending on the amount of reasonably related experience. The job is a Classified position, Level 24, working full time, 40 hours per week, 12 months. The position serves District-Wide; applicants may be assigned to any district facility. The current work schedule: 7:30 am - 5:00 pm Monday - Thursday; 8:00 am - 12:00 pm Friday. Work hours are subject to change depending on department needs. 

 

A twelve-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the District. The District provides a contribution towards medical, dental, vision, and life insurance. Vacation and sick leave are provided. PERS participation is required for retirement eligible employees. As a condition of employment candidates will be required to complete a live scan for fingerprint clearance and a Tuberculosis (TB) test/Tuberculosis Risk Assessment form developed by the State Department of Public Health. Candidates must have an insurable driver’s record.

The area provides a diverse geography that includes recreational lakes, mountains, desert and wide-open spaces.  MSJC is located about 100 miles southeast of Los Angeles and 50 miles west of Palm Springs.  There is freeway access to ocean beaches, skiing and cultural offerings in San Diego, Los Angeles and Orange County.
