Description

Walla Walla Community College (WWCC) is seeking applicants for a Continuing and Community Education Manager position at the Walla Walla campus.

General Description:

This position leads and manages the Continuing & Community Education (CCE) department, encompassing all non-credit courses or programs, including the financial health of these operations. This position is responsible for outreach to businesses and organizations in the college’s service area, identifying workforce training needs, and developing solutions. The CCE Manager works closely with and under the direction of the Dean of Access & Opportunity to guide the implementation of the College’s continuing and community education courses and programs. The position works cross-departmentally to achieve department and college goals through community engagement and program development, ensuring CCE courses and programs meet community and industry demands.  

The position is housed at the Walla Walla campus and provides programming for the Walla Walla campus, Clarkston campus, and community locations. May require local travel between campus locations and occasional evening and weekend hours. Examples of non-credit offerings include Quest, Leadership Walla Walla, Ed2Go, youth and adult community programming, employer contracts, job skills programs, customized training program, etc.

Essential Functions: 

Program Development and Management

  • Provide leadership and coordination with instructors, staff, and the community in the development and implementation of CCE courses and programs.
  • Research and assess employer demand and workforce training needs to develop short-term courses or program opportunities; assist in the planning and scoping of training projects. 
  • Designs, develops, and implements industry-relevant non-credit and certification courses and programs identified through research and assessment. Writes course descriptions; determines dates, length, and location; procures materials and supplies; develops course fees. 
  • Maintains current knowledge of qualifications regarding job training and certification requirements for targeted courses or programs; provides agencies with required statistical analysis, student records, and reporting.
  • Organize the workflow from curriculum development to evaluation and assessment; in conjunction with subject matter experts and instructors, engage in curriculum development and oversight.  
  • Collaborates with credit-bearing programs/departments and enrollment services to bridge non-credit students to credit-bearing degree programs.
  • Plans and attends meetings with agencies and business representatives to determine workforce needs and course requirements.
  • Assists in developing new grants, programs, initiatives, and activities within the department.
  • Manages grants and contracts in CCE; interprets, implements, and manages compliance; responsible for all contract training logistics.
  • Manages, prepares and generates reports and communications.

Operations

  • Provide leadership for daily operations of CCE, including problem-solving, course cancellations, advising, registration, material ordering, and preparation, while providing high-quality customer service to all students. Oversee client registration system for contract training. Use financial and program budget information to make course cancellation decisions.
  • Develop and implement an annual schedule of course offerings, including facility scheduling.
  • Interview and recommend instructors using established contractual guidelines and procedures.
  • Manage the faculty workload in ctcLink, prepare MOUs/contracts, and manage third-party vendors.
  • Forecast and manage department budgets, ensuring budgetary goals are met.
  • Serve as support/backup for ctcLink and Campus CE course/class building and registration.
  • Supervise staff based on the workload of the department.

Marketing and Promotion

  • Serve as the primary marketing copywriter for CCE courses and programs, including quarterly catalog production, marketing materials, social media, and web presence. 
  • Represent CCE and or the Dean at assigned industry, community, and college events.
  • Work with the Dean and other staff to develop plans and implement strategies to market courses and programs to ensure optimum enrollments for success.
  • Collaborate with communications and marketing on any print design.
  • Attend weekly Marketing/Outreach meetings.

Continuous Improvement

  • In conjunction with the CCE team and dean, engage in continuous process improvement regarding procedures for all aspects of the CCE department.
  • Evaluate and improve the course or program quality through student feedback. 
  • Evaluates course content and overall program performance in collaboration with industry partners and instructors to ensure high standards of quality and student satisfaction.

Qualifications: 

Equivalent combination of education and experience may be considered at the discretion of the college.

Minimum Requirements

  • Bachelor’s degree from an accredited institution in a field related to the scope of the position and two years of professional experience in the field; or an equivalent combination of education and experience. 
  • Demonstrated experience in developing, implementing, and evaluating adult professional development programs.
  • Experience working in a community organization, corporate training, professional association, education, or training program.
  • Valid driver’s license is required.

Preferred Requirements

  • Master’s degree from an accredited institution in a field related to the scope of the position and five years of supervisory or administrative experience in a field related to this position. 
  • Program marketing experience.
  • Project management experience.
  • Curriculum development experience.
  • Grant writing experience.
  • Bilingual – English/Spanish
  • LERN Certified Program Planner certification; must be obtained within one year of employment

Conditions/Terms of Employment

This is a full-time professional position. Persons hired must be able to provide acceptable documentation of lawful authorization to work in the United States within three (3) days of employment. WWCC participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. Official college transcripts required at time of hire. Candidates may be subject to a criminal history background check as a condition of employment. Physical requirements and environment are typical of those in a general office setting, with the possibility of being outdoors. This job involves regular sitting, standing, walking, typing, moving, and exposure to office lighting. A wide variety of standard office equipment is continually used, including a phone, copier, printer, and computer, and the ability to lift 50 pounds with a hand truck or dollies and move furniture/tables/chairs for classroom set up and breakdown. This position work schedule will typically be Monday through Friday 8-hours each day. During the summer, work schedule is Monday through Thursday 10-hours each day. Frequent local and regional travel and occasional statewide travel are required.

Compensation: 

Annual salary range: $65,000-70,000. The college has an excellent benefit program including paid sick leave; paid vacation leave; medical, dental, life, and long-term disability insurance; retirement and two optional deferred compensation programs.  All full-time employees will automatically have 3% of taxable income deferred into the State of Washington Deferred Compensation Program (DCP). All administrative exempt staff set aside 1% of their gross salary in a Health Reimbursement Arrangement (HRA) (VEBA). All exempt employees are required to participate in this program. Walla Walla Community College requires all employees to participate in direct deposit for payment of salary.

  • Dental Coverage - Walla Walla Community college provides dental coverage at no monthly premium cost to the employee.
  • Vision Coverage - Employees do not pay a separate premium for vision coverage; it is covered under the medical plan. Optical service frequency and hardware (glasses, contact lenses, etc.) vary depending on type of plan selected.
Eligibility
Permanent, seasonal and part-time employees as determined by WAC 182-12-114. Benefits also cover spouse or State-Registered Domestic Partner (SRDP), and qualifying dependents.
 
Effective date of coverage
First day of the month following your date of employment. If the date of employment is the first working day of the month, coverage begins on that date.


Medical Plan Monthly Costs
Employees pay their portion of medical care costs through payroll deduction. The employee premium is based on the choice of plan and elected coverage for spouse or SRDP, and dependent children.

The FSA and DCAP plans are optional plans offered by the College and the State of Washington. They are calendar year, pre-tax, spending programs you can use to set aside money for eligible expenses. Both plans are offered as payroll deductions and are administered by Navia Benefit Solutions.

RETIREMENT OPTIONS 

Eligible employees participate in a Washington state-sponsored retirement plan through one of two administrators: the Washington State Department of Retirement Systems (DRS) or the Teachers Insurance & Annuity Association (TIAA). DRS administers the Public Employee Retirement System (PERS) and the Teachers Retirement System (TRS) plans. TIAA administers the State Board Retirement Plan (SBRP).
*Retirement plan options are determined by employee type and prior history in DRS-administered plans (PERS or TRS). Participation in a retirement plan is required.

Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month.

REDUCED TUITION WAIVER PROGRAM
Employees can take most credit and non-credit classes at a reduced cost when space is available and certain conditions are met.
 
Credit classes
Permanent classified, faculty, adjunct faculty and administrative employees of WWCC may take almost any credit class on a space-available basis if requirements and prerequisites have been met. The basic cost is $5.00, plus any fees associated with that class. Hourly and probationary employees are not eligible for this reduced tuition
