Columbia Basin College ("CBC" or the "College") seeks a Director for Disability Support Services to oversee daily operations, strategic and operational planning, and policy and program development of Columbia Basin College's disability services programs that support students’ intellectual and personal development, consistent with the mission of the College and commitment to diversity, equity, and inclusion. The Director is responsible for developing the Disability Support Services Center and its services to the fullest potential, including professional development of Disability Support Services professionals and classified staff. More broadly, this position is responsible for promoting and providing leadership for the College's full inclusion of students with disabilities, serving as a consultant to faculty and the campus community, and raising awareness around stigma and unconscious bias toward students with disabilities. The Director for Disability Support Services reports to the Dean for Library & Instructional Services.

Primary Responsibilities

  • Provide leadership in the direction, management and supervision of Disability Support Services (DSS) professional and classified staff, fiscal, facility, and programmatic resources and services for all activities within the DSS Center;
  • Provide support and technical assistance for faculty and staff on the appropriate and reasonable accommodations for students with disabilities in compliance with state and federal disability laws, including, but not limited to: adaptive equipment, alternative testing, interpreting, material in alternative media, note taking, readers, and scribes;
  • Supervise, mentor, and develop professional and classified staff in the delivery of reasonable accommodations for students with disabilities, including intake, assessment of information, review of documentation, and notifications to and consultations with faculty and/or staff;   
  • Oversee general supervision of staff which includes hiring, approval of leave and timecard submissions for overtime-eligible staff, conducting performance evaluations and counseling on performance, taking or recommending corrective actions as needed, making recommendations for civil service status for classified staff, and dismissal of staff as appropriate;
  • Provide leadership for strategic departmental planning and development of guidelines and procedures for the DSS Center; assess and evaluate program and service effectiveness by analyzing faculty, staff and student experiences, making quality improvement changes to the accommodation process as appropriate and participate in long-term program development for the College's provision of disability support services;
  • Ensure the production and promotion of services offered in multiple modalities including print, internet, intranet and social media; 
  • Coordinate with deans, faculty and other key administrators to develop and implement College policies and procedures pertaining to disability support services for increased accessibility for students with disabilities;
  • Facilitate dialogue on universal design, present findings and provide workshops and other learning opportunities for faculty and staff and raise awareness around stigma and unconscious bias towards students with disabilities;  
  • Lead and/or facilitate various committees and task forces for disability-related initiatives and awareness, implement services or other activities and support for students with disabilities;
  • Maintain a close liaison with the Vice President for Instruction, other instructional colleagues, student services administrators and faculty on provision of disability support services;
  • Serve on Instructional Council and other College committees as appropriate, and represent the College at required professional meetings in the community and across the state;
  • Maintain professional expertise in matters pertaining to the ADA and Section 504 and 508 of the Rehabilitation Act, WCAG and WC3 Guidelines through reading publications, materials and attending disability-related conferences and other professional development trainings and opportunities; and
  • Perform other duties and responsibilities as assigned.

Required Qualifications

  • Master's degree in Education, Social Work, Vocational Rehabilitation, Special Education, or related field from an institutionally accredited college or university;
  • Three (3) years of progressively more responsible experience in working with disabled individuals in an educational setting and supervision of full-time staff;
  • Demonstrated understanding and commitment to federal and state rules and regulations pertaining to the ADA and Section 504; and
  • Demonstrated commitment to diversity.
 
Preferred Qualifications:
  • Five (5) years of progressively more responsible experience in working with disabled individuals in an educational setting and supervision of full-time staff;
  • Demonstrated understanding and commitment to the mission of the community college; and 
  • Experience in working with adult populations.

TERMS OF EMPLOYMENT:

This is a twelve (12) month per year, full-time position.  It is an overtime exempt position with general work hours of Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however, work hours may vary due to work demands and some evening and weekend work may be required.

WORKING CONDITIONS:

While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility including having the ability to move materials on a regular basis such as files, books, office equipment, etc. and travel between buildings on campus. Manual dexterity and coordination are required to operate equipment such as computer keyboard, calculator, and standard office equipment.
 
Work environment includes office and other settings as appropriate.  It is a fast paced and sometimes stressful services environment.  The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises.

The FSA and DCAP plans are optional plans offered by the College and the State of Washington. They are calendar year, pre-tax, spending programs you can use to set aside money for eligible expenses. Both plans are offered as payroll deductions and are administered by Navia Benefit Solutions.

The FSA allows you to use pre-tax money to pay for certain out-of-pocket medical expenses. For 2023, FSA annual contributions can be between $120 minimum and $2,850 maximum. As a "use it or lose it" IRC governed plan, medical expense reimbursements can be requested for employee, spouse, or IRS eligible dependents.
The Dependent Care Assistance Program (DCAP) allows you to save on child or elder care expenses (e.g. babysitting, daycare, in-home care for an older dependent incapable of self-care).

Employer-Paid Plan*
Provides 60% of the first $400 pre-disability monthly earnings, reduced by any deductible income.
The minimum benefit is $100 per month, maximum benefit is $240 per month. Benefits begin after 90 days of disability or the period of accumulated paid leave, whichever is longer.

MOVING EXPENSE REIMBURSMENT
Employees having to move to accept a position with the College may qualify for moving expense reimbursement when certain conditions are met.

REDUCED TUITION WAIVER PROGRAM
Employees can take most credit and non-credit classes at a reduced cost when space is available and certain conditions are met.
 
Credit classes
Permanent classified, faculty, adjunct faculty and administrative employees of CBC may take almost any credit class on a space-available basis if requirements and prerequisites have been met. The basic cost is $5.00, plus any fees associated with that class. Hourly and probationary employees are not eligible for this reduced tuition.


VACATION, SICK LEAVE, & HOLIDAYS
Vacation & Sick Leave
Classified staff, and administrative staff accrue vacation and sick leave at rates determined by their employer group. Employees represented by a bargaining unit should refer to their negotiated agreement for accrual rates.
