Project Manager, LAEP will (manage/perform) all duties and activities related to Strong Workforce Program Grant Objectives, particularly, those related to student employment. SWP Job Placement & Student Success project & Learning-Aligned Employment Program (LAEP).

Distinguishing Characteristics:

Possess experience working with “Underrepresented” students which includes but not limited to: first generation college students, low-income students, students who are current or former foster youth, homeless students or those at risk of becoming homeless, students with disabilities, displaced workers, students with dependent children, formerly incarcerated students and undocumented students. Providing sustainable career opportunities, livable wage and placement outcomes closely related to field of study with the overall objective to improve career readiness and job placement in CTE. Experience in education, grants, and economic and workforce development preferred.

Essential Duties:

Plan, organize, and implement activities related to Strong Workforce Program Grants.
Research, plan and develop detailed project work-plans that target student placement with employers performing duties related to their fields of study.
Develop and maintain industry and employer engagement strategies and objectives related to student placement. Define and develop a framework for applied & work-based learning, internships and job opportunities for students.
Identify and track work-based learning, internships, and job opportunities for students in various disciplines and programs, both on and off campus.
Become familiar with and provide professional development in the area of emerging industries and labor market skills needs to prioritize placement strategies and efforts.
Develop and case manage the full cycle for students including outreach, assessment, preparation and placement required for successful internship and job placement.
Work with the Financial Aid and/or other Student Services office to verify enrollment and confirm other eligibility requirements related to the LAEP program
For student employment initiatives that require it (LAEP), monitor, track and maintain student performance and compensation records.
For student employment initiatives that require it (LAEP), assist with Institutional, Student, and Employer eligibility status related to financial aid and other requirements for employment or participation.
Prepare and provide detailed outcomes reports for internal and audit purposes.
Establish and oversee administrative procedures to meet objectives set by Workforce Office management. Develop and write grants for the Workforce Office (as needed), and work with the SMC Grants Office.
Monitors and track budgets and expenditures for grant funds.
Continuously learn about Workforce Initiatives, legislation, and available resources that could grow and enhance the Workforce Office.
Perform related duties as assigned.
Consistently include and maintain an equitable and diverse methodology in all strategies and activities.
Supervision

Knowledge, Skills and Abilities Knowledge of:

Applicable laws, codes, regulations, policies, procedures and objectives of assigned programs. Grant funding policies and procedures and applicable local, state, federal and district regulations. Methods of collecting and organizing information and data.
Computer and web-based programs that support this level of work, including word processing, spreadsheet, presentation graphics, and data management.
Procurement processes, budget expenditure processes financial reporting and auditing procedures. Record-keeping and filing techniques.
Fundamentals of initial client assessment, case management and follow-up processes. Principles of business engagement marketing and public relations.

Ability to:

Interpret, apply, explain and reach sound decisions in accordance with applicable laws and regulations, contracts, budgets and District policies and procedures.
Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility.
Set priorities, manage time and work in fast-paced and busy environment with multiple tasks and interruptions with limited supervision.

Ability to perform work requiring accuracy and attention to detail.
Operate a computer using word processing and other business software and standard office equipment. Organize and maintain specialized case files and confidentiality of information.
Communicate effectively, both orally and in writing.

Stay abreast of technology changes and adapt to new technologies. Role model exceptional internal and external customer service.

Establish and maintain effective working relationships with District management, staff, students, private industry, the public and others encountered in the course of work, in a diverse, multicultural and multi-ethnic educational environment.




Minimum Qualifications

Applicant must meet the minimum qualifications of a Counseling faculty discipline at the college. Please refer to the California Chancellor's Office Minimum Qualifications for Faculty and Administrators in California Community Colleges to review the minimum qualifications for faculty disciplines.

Possess a Master’s degree from an accredited institution and academic leadership experience or equivalent.
One (1) year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
Must have sensitivity to and understanding of the diverse socio-economic, academic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical

Preferred Qualifications

Five (5) years of experience assisting with coordination, compliance, and monitoring of a program. Experience in an educational institution is highly desirable.

2-5 years of project management, case management and job development experience; Knowledge of work study programs preferred.

Possess 2-5 years of project management, case management, employment development and business relations experience recommended.
