Position Overview

The Washington State Board for Community and Technical Colleges (SBCTC) invites applications for Relationship and Compliance Analyst.

This position is annually funded through grants and supports the colleges and State Board by strengthening integration, cultivating relationships, and provides fiscal and program compliance analysis for the Basic Food Employment and Training (BFET) and WorkFirst programs. The position also supports the work of other Student Services Programs through collaboration, integration, and support. 

 

Headquartered in Olympia, this position is structured around relationship building and requires the ability to understand and interpret complex policy issues specific to college programs, provide technical assistance in support of college fiscal and accounting processes, and operations specific to BFET and WorkFirst programs, research information, and trouble-shoot technical and programming issues that may lead to compliance concerns. Leading with compassion and understanding, this position requires the ability to make in-the-moment adaptations based on college specific analysis of programs that are responsive to the challenges colleges are facing. This position also requires the ability to support collaborative and proactive working relationships with colleges, State Board staff, and external partners. Strong project management, analytical/problem solving, computer literacy and communication skills are required.

 

This work may be conducted on or off site and includes direct engagement with college program and business office staff, review and reconciliation of source documents to determine compliance with appropriate program and fiscal regulations and requirements by validating student records, financial expenditures, payments, fiscal records and/or accounting systems. This position will also be responsible for preparing monitoring analysis that includes commendations, recommendations, and corrective action items along with any training/technical support that is needed.

 

This position will have the option to work remotely or work from agency offices.   However, travel to Olympia for in-person meetings, system meetings, conferences, face-to-face professional development offerings and in-state travel and multi-day trips is required.

Duties

  • Support efforts to ensure college providers have the resources needed to provide equitable access to education and connect students to supports to meet basic needs
  • Support strategies to improve the SBCTC’s and college’s ability to administer their programs effectively 
  • Develop and maintain positive relationships with college staff, partner agencies, and State Board colleagues to support students and programs
  • Plan and direct annual monitoring schedule for college providers, including corrective action plans and implementation testing 
  • Review, maintain, and develop necessary monitoring tools, documents, checklists, and communications to facilitate good planning of monitoring visits
  • Conduct fiscal and program monitoring of program providers’ operations and performance to ensure compliance with program specific policies, procedures, practices, and outcomes
  • Perform comprehensive fiscal and program reviews that provide adaptable and meaningful technical support/assistance to college program and fiscal staff, to include billing, invoicing, time and efforts, etc.
  • Develop and provide related reports to various stakeholders detailing the fiscal and program monitoring reviews and outcomes
  • Tracking, review, and approval of college recommendations and corrective action plans
  • Prepare and provide ongoing fiscal and program monitoring training to colleges as needed
  • Advises Program Administrators on the monitoring process and how the themes/findings identified can be utilized to enhance program delivery
  • Assist in collaboration with other SBCTC Program Administrators the annual granting process for program providers
  • Attend partner led program and fiscal meetings, monitoring visits, and annual trainings 
  • Support and collaboration with other program initiatives and programming as needed
  • Perform other duties as assigned

Qualifications


The successful candidate must be able to work collaboratively, think creatively, act resourcefully, and exhibit excellent communication skills, both written and oral.


  • A Bachelor’s degree or equivalent combination of related experience and/or education
  • Demonstrated commitment to EDI work
  • Washington community or technical college or other state government agency experience 
  • Strong ability to build, cultivate, and maintain positive successful relationships 
  • Proven experience managing projects that require compliance oversight with demonstrated time management, organizational skills and accuracy
  • Demonstrated experience in interpreting, reviewing and applying program specific policies, procedures and regulations 
  • Professional experience in fiscal accounting/management, federal grants, contracts, monitoring, accounting, audit, or finance

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
