This position prequalifies those who demonstrate capability in the various prequalification categories and performs preselection evaluation of consultants responding to the Professional Transportation Bulletin (PTB). The incumbent will prepare and review information for the department’s Consultant Selection Committee with evaluation results. Prequalification analyses: 200+ annually Professional transportation bulletins: 4+ annually Firms selected: 200+ annually Preliminary engineering program: $300 million+ annually This position reports to the Consultant Services Unit Chief. There are no subordinates reporting to this position.
A typical problem in this position is resolving differences of opinion between IDOT and a consultant as to the firm’s qualifications in each discipline. The incumbent is challenged to develop work methods for comparative evaluation of consultants so that the large volume of work can be completed in minimal time and with minimal value judgments. The greatest challenge is to ensure that the Consultant Selection Committee is provided with current detailed information regarding a consultant’s capability to perform specific projects. Job Responsibilities ContinuedThe incumbent solicits and evaluates consultant qualification data to ensure firms are prequalified to provide professional engineering services in accordance with the IDOT policies. The incumbent will organize and update the consultant’s prequalification information, review Statements of Interest, evaluate the consultants responding to the PTB, and perform evaluations and rankings of consulting firms for use by the Consultant Selection Committee. The incumbent will track and coordinate the SEFC review by other bureaus’ reviewers and work closely with the Bureau of Investigations and Compliance (BIC) staff in the finalization of SEFC reviews. The incumbent will assist in tracking invoice amounts for all PTB projects statewide within the Engineering Prequalification and Agreement System (EPAS), ensuring consultant firms have entered the invoice amounts accurately and in a timely manner. The incumbent will assist in managing the consultant evaluation process, ensuring evaluations are entered accurately and in a timely fashion. The incumbent will distribute preselection reports and documentation to Consultant Selection Committee members and assist the secretary of the Consultant Selection Committee at each Consultant Selection Committee meeting, including making reservations and physical arrangements for such meetings. The incumbent is given the freedom in making judgments and decisions in the prequalification and preselection area. The incumbent will submit only the more unusual or controversial problems to the Consultant Services Unit Chief for discussion and approval. Programs: 10 – 25 site evaluations This position reports to the Pavement Design Engineer. Reporting to this position are the Pavement Research Engineer and Research Engineer Trainee. This position works in an environment that conducts formal research studies and detailed special investigations of the pavement system. Data collection may be from structural and surficial evaluations conducted by the Operations Unit or from historical pavement performance. Structural properties include distress, axle loadings, pavement thickness, serviceability, deflection while surface properties include friction, ride quality, distress, and surface drainage characteristics. This position is unique in that it houses the department’s expertise on analyzing Illinois’ pavement management system to determine the performance of pavement design, preservation, and rehabilitation strategies. The incumbent monitors and analyzes Illinois’ pavement performance using the department’s pavement management system, including the Illinois Roadway Information System (IRIS), Mechanistic Monitoring Database, and Illinois Pavement Feedback System (IPFS). The incumbent is responsible for using falling weight deflectometer (FWD) testing, pavement performance surveys, and nondestructive test data to develop recommendations for districts regarding pavements scheduled for rehabilitation and/or preservation. The incumbent should understand Hot Mix Asphalt (HMA) and Portland Cement Concrete (PCC) pavement design as well as the suitability and limitations of preservation and rehabilitation strategies. Job Responsibilities Continued A typical problem for the incumbent would be to evaluate individual pavement preservation and rehabilitation strategies by use of historical data from IRIS or IPFS. In other cases, FWD testing along with performance surveys may be used to make recommendations. The greatest challenge is to generate and distribute accurate research analyses and recommendations in a format to ensure the effective use of state-of-the-art pavement preservation and rehabilitation strategies. The incumbent personally plans, directs, and conducts in-house research studies and special investigations; prepares, and reviews highly technical written reports; prepares and reviews detailed work plans; prepares and reviews development and revision of specifications and design standards; responds to questions regarding the department’s pavement preservation and rehabilitation techniques, and makes recommendations to the Pavement Policy Committee. The incumbent consults with district and central bureau project engineers on construction, preservation, rehabilitation, and maintenance relative to pavement structural and surficial properties and provides expert technical advice and recommendations for corrective action. S/he plans, organizes, and supervises the work of subordinates; evaluates progress and results of analyses and recommends changes to achieve objectives. The incumbent is to assess the performance of pavement preservation and rehabilitation methodologies and to determine solutions to specific pavement performance issues. Job Responsibilities Continued Accountabilities are accomplished through the following staff: Pavement Research Engineer who conducts and reports results of pavement performance investigations and reviews reports of pavement performance research conducted through the department’s contract research program or by other agencies. Research Engineer Trainee who assists with field surveys for special investigations; collects, analyzes and summarizes data; and assists in the review of research reports from the department’s contract research program and other agencies. The incumbent has broad freedom to operate and is given wide latitude in the planning and accomplishment of assigned work. The incumbent consults with the Pavement Design Engineer to resolve complex issues, determine appropriate action on controversial problems, and resolve serious research scheduling conflicts. The incumbent supplies the engineering expertise required to solve problems to pavement structure and surface conditions. The incumbent has frequent contact with various levels of staff within the districts, central bureaus, Office of Planning and Programming, and Office of Highways Project Implementation. Frequent contact is required with other state transportation department personnel; local governmental agency staff; the Federal Highway Administration (FHWA); and representatives of private industry, consultants, research institutions, and universities to discuss the performance of preservation and rehabilitation strategies. Occasional statewide travel and limited out-of-state travel with overnight stay. The incumbent must travel throughout the District to coordinate the scope of work with Program Development personnel, other bureaus and public officials. This position is responsible for monitoring the annual program to ensure its timely completion and to coordinate this data within the District and with the Central Division of Highways and the Office of Planning and Programming, and evaluation of pavement condition surveys to develop pavement condition ratings. Typical problems include effective coordination in the Bureau of Program Development to maintain accurate and up to date data in the Program Planning System (PPS). The greatest challenge of this position is to propose the Annual and Multi Year programs which address the goals of the Department, are fiscally constrained and meet program revenue requirements and restrictions such as the Illinois Special Bridge Program (ISBP), Transporation Asset Management Program (TAMP), and the Highway Safety Improvement Program (HSIP). This position accomplishes these accountabilities through the following: Program Analysis Engineer – accountable for providing assistance in the development of the Annual and Multi-Year Programs, assisting with monitoring district highway and bridge needs, and assisting with developing project scopes and costs. Geographic Information System (GIS) Coordinator – accountable for preparing and maintaining Geographic Information System (GIS) files and maps to satisfy user requests within the district for information available from the Illinois Highway Information System and other specialized or unique transportation related databases. Geotechnical Field Supervisor who, with a staff of 1 to 4, is responsible for ensuring effective embankment construction practices and subgrade controls. In addition, this position is accountable for assuring the proper placement and compaction of hot mix asphalt pavements, stabilized shoulder, hot mix asphalt pavement patching, and granular materials by supervising the in-place density testing of these materials as they are placed on construction projects within the district. The incumbent is given wide latitude in accomplishing all geotechnical activities because of the highly specialized nature of the work. The incumbent is governed by state and federal standards and the principles and practices of soil mechanics. Usually, only technical problems of great impact are referred to the section chief or the central Bureau of Materials for resolution. The greatest challenges in the position are identifying regional training needs in communities with significant numbers of motorcycle registrations and crashes, motivating training center officials to adopt training objectives that address these needs, and developing project contracts that can produce the desired training at the lowest cost per student. This position is responsible for analyzing state and local community motorcycle data to identify significant crash problems or potential problems indicated by motorcycle registrations. This position will establish and maintain contact with regional training center officials, motivate and assist them in the development of effective planning and training activities to ensure that program manual requirements are met, identify training center inventory equipment, evaluate requested budget items, and directly monitor training classes. Other functions of this position include reviewing, processing, and tabulating training progress data and claims for reimbursement from the regional centers, writing responses to inquiries from legislators, outside agencies, and the public, developing training promotional programs and materials, assisting with program evaluation studies, and reviewing and implementing the recommendations made because of these studies. This position inspects training sites to assure the range complies with the Cycle Rider Safety Training Program (CRSTP) Manual requirements. The incumbent will review all public information materials concerning the CRSTP to recommend improvement that will increase program effectiveness. The incumbent operates within the constraints of the CRSTP Manual regulations and requirements. This position operates within the broad provisions of the Cycle Rider Safety Training Act. The incumbent will help negotiate regional center budgets within the constraints of historical training needs for some programs. Future programs may be developed in response to changing types of motorcycle use and experience of rider which will require analysis involving interpolation of costs from similar program needs. The incumbent is afforded considerable latitude in the performance of their duties. Job ResponsibilitiesThis position is accountable for administering the Traffic Operations Section of the Bureau of Operations in developing policies, procedures, and programs relating to the installation and maintenance of traffic control devices. This position ensures the fabrication and rehabilitation of highway signs, advises the department on safety, operational concepts, programs, and practices. This position also reviews and institutes traffic regulations to ensure the safe, economical, and efficient operations of the highway transportation system in the state. Annual section operating budget: $600,000 This position reports to the Engineer of Operations. Reporting to this position are the Engineering and Standards Unit Chief, Project Implementation Unit Chief, Highway Sign Shop Chief, and Intelligent Transportation Systems Unit Manager. This position works in an environment that handles all aspects of traffic engineering, including flow theory, control devices, regulations, and research. The incumbent will interpret statutes, regulations, and rules relevant to traffic control and safety. S/he will represent the department at the local, state, and federal levels. The incumbent will meet with and make presentations before a wide variety of state and national associations, committees, commissions, and conferences. The incumbent will be a member of various department committees and represent the department on external committees. S/he will serve on national level committees, panels, and task forces. Job Responsibilities (continued)Typical challenges of this position relate to the development and testing of new devices and techniques for the safer and more efficient use of the highway system. The devices involved range from traditional signs, signals, and pavement markings, to new, unique, and sometimes untested traffic control devices as well as the maintenance and operations of various Intelligent Transportation Systems (ITS) throughout the state. The techniques involve complex signal systems, new materials or equipment, access control, and the implementation of the latest traffic research and technology. A major challenge is maintaining a progressive and receptive point of view, while at the same time, recognizing the problems associated with varying established traffic engineering practices. Budget factors, both the restraints and the benefits of more cost-effective devices and techniques, must be considered. The implementation of new techniques may require development of training programs and presentation of various groups both in and outside the department. Other major challenges are to maintain Illinois’ leading position in both the early obligation of all available funds, the use of the funds for high cost-effective projects, and to keep abreast of ever-changing and new technologies to determine their applicability of implementation in Illinois. The incumbent is responsible for planning, directing, controlling, and coordinating the work done and services provided by the Traffic Operations Section. The incumbent will administer resources of the Traffic Operations Section to the districts to accomplish department objectives relating to traffic operations and safety. The incumbent will ensure all available funds are obligated in the most cost-effective manner and make evaluations of projects and programs for continual improvement. S/he will maintain familiarity with the other sections and administration of the Bureau of Operations to serve in the Engineer of Operations’ capacity in their absence. The incumbent will provide timely and accurate information on the latest technological developments in department management. S/he will make decisions that will ensure the public has a safe, efficient, and cost-effective highway system. The incumbent will consult with representatives of firms manufacturing and supplying traffic materials and equipment. S/he will also consult with contractors, members of legislative staffs and commissions regarding traffic related statutes and legislation. The incumbent will meet with representatives of other state, research organizations, and universities regarding the development of improved and more cost-effective traffic control and safety techniques. S/he will provide sign-making capabilities for statewide usage, ensuring that those manufactured signs are delivered to districts in a timely and efficient manner. The incumbent will maintain the statewide sign, pavement marking, traffic signal, and ITS networks through judicious use of department forces, statewide maintenance contracts, and intergovernmental agreements. S/he will ensure the development and maintenance of a competent, well-motivated staff capable of handling all programs and projects for which the Traffic Operations Section is responsible. The incumbent will serve on national, state, and departmental task forces and committees to develop new technologies and techniques relating to traffic operations. S/he should be completely familiar with the Illinois Vehicle Code and National Uniform Vehicle Code, including the annotated version. The incumbent should be reasonably familiar with the Attorney General opinions and appropriate case law. This background is necessary to respond promptly and confidently to those inquiries and to develop comprehensive review of legislation concerning traffic laws. Job Responsibilities continuedThe incumbent personally manages and directs the personnel in the Bridge Ratings and Permits Unit in the analysis and rating of structures using the AASHTO bridge ratings specifications, The Manual of Bridge Evaluation (MBE), and the AASHTO bridge rating software. The AASHTO software determines load carrying capacities, postings for deficient structures, maintains a structure database for all state structures, and analyzes overload permits requests which exceed the legal limits. The incumbent monitors and develops departmental procedures and guidelines for bridge loadings and ratings and maintains the chapter on Ratings of the Structural Services Manual. Through the MBE, the incumbent initiates, develops, and monitors the methods utilized to calculate load carrying capacities and directs the closure of structures that are found to be structurally deficient. The incumbent monitors, and when called upon, assists in the development of the MBE. The incumbent maintains current knowledge and understanding of the new Load Resistance and Factor Ratings (LRFR) specifications in the MBE, which are developed by AASHTO and are expected to be the basis for all bridge ratings nationally. The incumbent serves as the department’s representative at the AASHTO bridge rating software user’s group committee meetings to help shape the development of the software. The incumbent responds to questions from other states, universities, structural engineers, researchers, and laymen concerning subjects related to this specialized field. Job Responsibilities continuedThis position operates within Bureau of Operations and IDOT policies and procedures and has the freedom to act and solve job problems within these confines. When problems occur with no established policies, the incumbent will recommend solutions or ask a superior for further guidance. This position has the authority to order parts, arrange routine equipment repairs and instruct field personnel on safe and proper equipment use. The incumbent will recommend and arrange for safety improvements to maintenance equipment and will be responsible for total compliance with the provisions for the IDOT Safety Code handbook. The incumbent is also responsible for cooperating with every aspect of the department’s safety program to ensure safe operations for employees and the public. This position is the state’s primary construction and materials engineer who is accountable for assuring that the consultant engineering firms properly supervise the contractor’s activities to certify that the project is being constructed in accordance with the plans and specifications. The incumbent maintains and promotes a unique working relationship with the consultant engineering firms and their resident engineers to ensure that quality construction is obtained efficiently and economically. The incumbent’s responsibilities are fulfilled by visiting each construction site and making inspections as required with the resident engineer, if appropriate, the contractor, and/or airport representative. The incumbent initiates preconstruction conferences between the resident engineers, the FAA, the airport representative, and contractor to discuss the overall project scope, contract requirements, unique problems anticipated, and the general work sequence in order to ensure that adequate plans have been made before construction begins. Final inspections are arranged by the incumbent with all appropriate parties in attendance who verify completion of the project in accordance with the plans and specifications. The incumbent is also responsible for providing expertise to the Office Intermodal Project Implementation (OIPI) and consulting engineers in the JMF design and quality control of all materials used in the construction of airports throughout the state. This is accomplished through the review of all special provisions, JMF designs, education of consultant personnel, drafting of material specifications, and the coordination with highway district personnel and testing and engineering consultants to provide testing and material inspection for airport projects. Reporting indirectly to this position are the consulting engineers, their supervisors, resident engineers, and testing engineering consultants and their staffs. Job Responsibilities continuedTypical problems encountered by the incumbent include determining on-the-job site procedures for the proper execution of the construction activities while maintaining a high degree of safety for the flying public; establishing and requiring a minimum acceptable standard of performance for airport construction practices; investigating complaints; mediating controversies that arise between the resident engineer and the contractor; approving all contractors, subcontractors, and resident engineers progress schedules; assisting the Airport Design Section in developing specifications for new materials, equipment, and ideas; and the development of procedures to determine the adequacy of materials before they are incorporated into the projects. The incumbent personally directs the development of change orders and performs the necessary coordination between all contractual parties with the required justification and documentation; investigates and makes recommendations for contract time extensions; recommends approval of change orders; approves payments for work completed, materials stockpiled, and/or disallowances; approves payments to engineering firms and contractors for the construction phase of a project; ensures maximum federal participation by working closely with the FAA representative; schedules all necessary meetings with appropriate parties such as preconstruction conferences, job inspections, final inspections, and final contract cost negotiations; and ensures the accuracy of as-built plans.
