WELCOME TO SANTA MONICA COLLEGE! The District anticipates filling two positions that will directly support its efforts to provide an environment that is conducive to student and employee success by performing a wide range of professional duties related to employee relations, Title 5, and Title IX investigations requiring a high degree of autonomy and independent judgment.  The positions report to the Assistant Director of Human Resources and are scheduled to work 40 hours per week, 12 months per year at the Santa Monica College District Offices.

IMPORTANT: The schedule for this position may vary based on departmental needs. Employees in this position will be paid 5% more than the stated salary due to the variable work schedule.

Please note that all candidates must have authorization to work in the United States; the District does not have the ability to provide sponsorship.

What You Will Bring to the College
Our ideal candidate will possess:
  • Extensive experience conducting investigations related to employee discipline and/or grievances, alleged discrimination and harassment, analyzing and evaluating information, and formulating conclusions in accordance with evidence and applicable laws and policies, preferably in a unionized or community college environment.
  • Excellent oral and written communication skills, and prior experience writing formal reports/memos related to investigation findings, disciplinary actions, or related activities.
  • An exceptional ability to build trust with individuals encountered in the course of investigations, mitigate conflict, and forge compelling working relationships with stakeholders at all levels of the organization, including employees, management, and union leadership as needed to advise on employee relations matters in a political environment.
  • Prior experience coordinating and delivering trainings directly related to employee relations, labor relations, and discrimination and harassment.

Remote Work Program
Santa Monica College has a remote work program option available for employees whose job duties do not require a physical presence on College property. This will primarily be an on-ground position but may include the option to remotely work one day per week at the discretion of management. Remote work arrangements cannot be guaranteed prior to the date of hire and must go through a review and approval process.

Salary Placement
New Employees: Generally, new employees start at the first step on the salary schedule. A new permanent classified employee may request a higher salary placement based on recruitment issues and/or additional training and experience which greatly exceeds the minimum requirements. Please note that salary placement above the third step requires additional approvals by Santa Monica College executive staff.

Current Employees: Upon promotion, the new salary for a current, permanent employee is based on Merit Rule 12.2.7. In accordance with this rule, employees are entitled to at least a one-step (5%) salary increase, and may be eligible for advanced step placement in accordance with established criteria.

About the Selection Process

The selection process tentatively consists of a Qualifications Appraisal Interview with Technical Project (weighted 100%), which may be preceded by a Training & Experience Evaluation (pass/fail). Candidates must be successful on all test parts to be placed on the eligibility list. Two separate eligibility lists will be created from this recruitment: one for promotional candidates and one for external candidates. The promotional list will be used first, and must be exhausted before we can hire external candidates to fill vacant positions. The eligibility list created from this recruitment will be used to fill any vacancies that occur during the one year life of the eligibility list, including full-time and/or part-time, permanent and/or temporary positions. 

Santa Monica College reserves the right to modify the stated test parts and weights prior to the administration of any test.

Test Retake Policy
Based on the District’s hiring needs, we may administer multiple recruitments for this job classification (or a related job classification that uses the same test(s)) within the next several months. Candidates who are ineligible to participate in an upcoming test or interview due to the provided retake period will be notified via email, and will have their highest valid score(s) on any non-weighted (pass/fail) test parts applied toward that recruitment.

Serves as a professional expert in the Human Resources Office on employee and labor relations matters such as discipline and grievances, laws and policies related to unlawful discrimination and harassment including Title IX, Title 5 and other anti-discrimination laws, and investigations.*
 
Conducts workplace investigations pertaining to unlawful discrimination and harassment, including sexual harassment, Title IX, and workplace violence and bullying.*
 
Investigates a variety of matters related to employee relations and collective bargaining; advises management and supervisory personnel on disciplinary and performance issues, interpretation and implementation of applicable Collective Bargaining Agreements, and grievance policies and procedures; recommends solutions to personnel related issues.*
 
Responds to initial oral or written inquiries on routine compliance matters, labor and employee relations matters, and campus community concerns, including those related to discrimination and harassment, and consults with the Vice President of Human Resources or designee regarding more complex issues.*
 
Formulates and presents investigation findings and conclusions to management, prepares and edits related reports and may make recommendations for follow-up or further action.
 
Gathers, analyzes, organizes and compiles documentary evidence from multiple sources for investigative reports, proposed disciplinary actions, responses to state and federal government agencies, and administrative hearings.*
 
Maintains confidential case files and logs on investigations and audio recordings of interviews.
 
Assists in responding to government agency complaints, including proceedings before the California Civil Rights Department (CRD), the Equal Employment Opportunity Commission (EEOC), the Department of Labor (DOL), and the Department of Education and Office for Civil Rights (OCR), etc.*
 
Assists the Chief Negotiator in negotiations of wages, hours and other terms and conditions of employment; formulates and recommends effective bargaining strategies and techniques.
 
Assists management in developing and implementing new operational procedures to accommodate legislative changes; develops and monitors operational procedures to enhance workflow and program effectiveness.
 
Provides information and assistance to District personnel, staff and the public regarding a variety of HR matters.

Advises and assists in adjusting labor grievances.*
 
Makes presentations to District stakeholders, as requested.
 
Manages complex special assignments and requests, as assigned; compiles and evaluates statistical and other data to prepare various reports and inform the District’s collective bargaining position.*
 
Remains current on related laws, regulations and practices affecting compliance and labor and employee relations matters by subscribing to related literature, attending conferences, seminars, and/or enrolling in courses.*
 
Participates in the design, coordination and/or implementation of workshops and training programs for the College community, which may include planning and organizing speakers, training content, participants, and event logistics, and developing and conducting trainings.
 
Performs other related duties as requested or assigned.

Minimum Qualifications

Education Requirement:
Graduation from a four-year college or university, preferably with a major in Business Administration, Public Administration, Human Resources Management, or a closely related field.*
 
Experience Requirement:
Three years of increasingly responsible technical and analytical experience in labor and employee relations and/or civil rights within an Administrative Services or Human Resources department. Experience performing investigations related to labor and employee relations, unlawful discrimination, or Title IX is preferred.*

Education/Experience Equivalency:
Experience and/or education of the same kind, level or amount as required in the minimum qualifications may be substituted on a year-for-year basis.
 
Licensure and/or Certification:
Professional in Human Resources (PHR), SHRM-Certified Professional (SHRM-CP), or similar certifications preferred.
