Summary of Purpose

Provides leadership and direction for campus staff in the areas of mechanical systems, plant operations, custodial services, grounds, and facility related campus services.  The Chief is responsible for planning, coordinating and directing all daily activities related to campus facilities including mechanical systems, plant operations, building trade functions (carpentry, electrical, plumbing, HVAC, painting), general maintenance, custodial and grounds. The Chief will also be responsible for overseeing and/or managing various construction/renovation projects necessary within the daily operation.  This position is expected to work in a multi-cultural diverse working environment. 

Typical Duties

This description is intended to indicate the types of duties and responsibilities requested of the employee assigned this title. It is not intended to be an exhaustive list of all the duties and responsibilities that may be required:  

  1. Manages and coordinates all aspects of campus facility operations to establish and consistently monitor and maintain high standards of cleanliness, maintenance, health/safety, and appearance of buildings and grounds. 
  2. Conducts facility inspections to assess condition; identifies maintenance issues and schedules appropriate repair work; monitors, reports on, and ensures quality of work thereafter.
  3. Establishes, manages, and monitors budgets for each subarea within assigned areas of responsibility for efficiency and effectiveness within approved budgetary guidelines.
  4. Assists in development and facilitation of appropriate energy management and sustainability practices; working with staff and students to create a culture of sustainability and a safe environment conducive to learning.
  5. Provides leadership to campus facility operations staff to ensure a clean, safe, and well maintained environment; guarantees that space is maintained to be functional, structurally sound, and aesthetically pleasing.
  6. Adheres to sound fiscal management and business practices when making expenditure decisions regarding facilities budget and repairs, replacements, and restoration.
  7. Assists in development and enforcement of college wide operational standards for all facility operations.
  8. Works within and enforces compliance with all safety procedures encountered in the maintenance and operation of College buildings and equipment.
  9. Monitors workload, work order systems, and backlogs to assure the highest level of efficiency and effectiveness at all times.
  10. Determines appropriate balance between immediate response repair needs and longer term projects for maintenance or alterations; renders "make or buy" decisions for staffing adjustments through available trades or use of outside contractors.
  11. Responds to emergencies; determines corrective actions using available resources; coordinates with building occupants.
  12. Resolves customer complaints to include public relations with campus and community.
  13. Responsible for effective maintenance and inspection programs that protect and/or enhance the assets of the College to include building structure (e.g., roofs, exterior masonry, floor coverings, walls, windows, doors, etc.); utility systems (e.g., electrical distribution, interior/exterior lighting, plumbing, drainage, etc.); landscaping; roadways, sidewalks, parking lots; and equipment/vehicles.
  14. Facilitates professional development and training opportunities for staff; organizes and plans training for all skilled and support personnel that create and support best practices and develop service opportunities. 
  15. Represents Administrative Services/Facility Operations and actively participates in campus community activities including campus facility committees, community forums, safety committees, etc.
  16. Performs additional duties, as assigned.
  17. Ability to work additional hours, as needed.

Knowledge and Skills Required

  • Knowledge of management/supervisor principles and practices
  • Basic knowledge of OSHA regulations, environmental agency requirements, life safety standards, etc.
  • Working knowledge of basic carpentry, masonry, plumbing, electricity, HVAC, mechanical systems, sanitation, and physical plant conditions with the ability to identify building systems failures
  • Ability to interpret basic architectural and schematic drawings
  • Ability to employ current technology and related software in support of strong work performance and productivity (i.e., MS Office Suite, DDC Systems, Work Order Systems)
  • Skill in problem solving
  • Skill in both written and verbal communication
  • Proven ability to manage multiple projects
  • Strong commitment to excellent customer service. This entails interpersonal skills, tact, discretion, and an attitude of service to others

Minimum Education and Experience

EDUCATION:           Bachelor’s degree in facilities management, business administration, or a related field. Master’s Degree preferred. Extensive experience in more than three of the applicable trade areas may be an alternative to formal technical education.

EXPERIENCE:          Five (5) years of progressively responsible experience relating to facilities including at least three (3) years of supervisory experience in one or more trade area.
